About this opportunity
The Department of the Air Force, through the 355th Contracting Squadron at Davis-Monthan Air Force Base, Arizona, has published an intent to sole source a procurement to VALD Group Inc for health performance assessment technologies. This Special Notice, posted on March 26, 2026, indicates the government's intention to negotiate with only one source under the authority of FAR 6.302-1. The 48th Rescue Squadron is seeking to procure a VALD Health System, and the government does not possess or cannot provide the necessary data to manufacture this equipment from alternative sources. While this notice is not a solicitation and quotes are not currently being accepted, it serves as both the synopsis and notice of intent to sole source. All responsible sources are invited to identify their interest and provide capability statements in response to this notice.
The primary objective of this procurement is to enhance the 48th Rescue Squadron's Human Performance Optimization program by standardizing equipment for quantitative data collection, developing data-driven strength and conditioning programs, and establishing criterion-based return-to-duty decision-making following injury or surgical rehabilitation. The required equipment includes ForceDecks dual force plates, DynaMo Max handheld dynamometers and inclinometers, and the ForceFrame Max Strength Testing System, all integrated with the VALD Hub Cloud Analytics platform. Interested parties must submit capability statements within three business days of the notice's publication (by March 31, 2026), though the government's decision not to compete based on responses remains solely at its discretion. The contracting squadron has justified the sole-source approach based on the necessity for interoperability with existing government-owned VALD equipment and the requirement for centralized data management through a single cloud-based platform. Source approval is required and will not delay the award process, as the government does not typically delay procurement pending approval of a new source.
