About this opportunity

The Food and Drug Administration issued a sole-source notice of intent to award a purchase order to Johnson, Mirmiran & Thompson Inc. for completion of environmental review documentation under the National Environmental Policy Act prior to finalization of an over-the-counter sunscreen monograph addressing zinc oxide and titanium dioxide; the deadline for capability statement submissions is July 30, 2026 at 11 AM EST.

The work involves revising and finalizing a draft Environmental Assessment with five technical appendices covering baseline environmental exposures, ecotoxicity profiles, population characteristics, and consumption or load analyses for both active ingredients. If the FDA determines an Environmental Impact Statement is necessary, the contractor must prepare initial and revised preliminary drafts, concurrence drafts, and final EIS documents including public comment support and a Record of Decision. This is a follow-on to work initiated under a previous GSA Advantage contract with the same firm but left incomplete as of February 28, 2026.

The base period runs one year from September 1, 2026 to August 31, 2027. Required staffing includes a Program Director, Project Manager, Social Scientists, Scientists, Technical Writer, and Administrative Support. Work is performed at FDA's White Oak Campus in Silver Spring, Maryland. The NAICS code is 541620 (Environmental Consulting Services) with a $15 million size standard; PSC is B537 (Special Studies/Analysis—Medical/Health). Interested parties may submit capability statements demonstrating ability to meet requirements by the July 30 deadline to Contracting Officer Howard S. Yablon at howard.yablon@fda.hhs.gov. The Government reserves the right to compete the contract based on received responses.
