About this opportunity
NASA Glenn Research Center (GRC) has issued a Special Notice announcing its intent to sole source a contract extension for Technical Information, Administrative, and Logistics Services II (TIALS II) with the current contractor, Alcyon Technical Services (ATS) JV, LLC. The notice was posted on February 13, 2026, with a deadline of March 1, 2026, for interested parties to submit capabilities and qualifications. The contract extension is classified as a Total Small Business set-aside and falls under Facilities Support Services (NAICS 561210). This sole source action is authorized under FAR 6.302-1(a)(2)(iii), which permits non-competitive contracting when only one source can satisfy the requirement without service interruption. The Center Ombudsman clause (NASA 1852.215-84) is applicable to this procurement.
The extension will provide essential logistics, property management, supply management, transportation, mail processing, metrology calibration, and measuring and test equipment services to GRC with no anticipated lapse in service. The initial contract extension will cover three months, followed by up to nine optional one-month extensions for a maximum duration of twelve months beyond the current contract end date of March 31, 2026. Interested organizations may submit their capabilities and qualifications electronically to Contracting Officer Rita K. Dickens at rita.k.dickens@nasa.gov by 4:00 PM Eastern Time on March 1, 2026. Submissions will be evaluated solely to determine whether the Government should conduct a competitive acquisition; however, the final decision to compete or proceed with the sole source award rests entirely within Government discretion. This notice provides an opportunity for potential contractors to demonstrate their capability to perform these critical support services for NASA GRC.
