About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically its Pacific Marine Environmental Laboratory (PMEL), has published a Special Notice indicating its intent to sole source a contract for refurbishment of specialized SAMI Version 2 pH sensors. The notice was posted on January 16, 2026, with a response deadline of January 29, 2026. This is not a competitive solicitation but rather a notification of NOAA's intention to negotiate directly with Sunburst Sensors, LLC, the sole manufacturer and service provider of the required instruments. The procurement falls under the Electronic and Precision Equipment Repair and Maintenance category (NAICS 811210) and involves maintenance and repair of laboratory equipment.
NOAA justifies the sole source procurement on the basis that Sunburst Sensors is the exclusive manufacturer of the SAMI Version 2 pH sensors PMEL requires, possessing unique knowledge of sensor construction and operation as well as all associated software design. The contract period of performance runs from award through January 30, 2027. While this notice does not constitute a request for competitive proposals, firms believing they can fully satisfy the government's requirements may submit written substantiating documentation to the identified point of contact within 15 days of publication to demonstrate why the procurement should be conducted competitively. The government will evaluate such submissions solely to determine whether competitive procurement is warranted, and any decision to proceed non-competitively remains at the government's sole discretion. Oral communications in response to this notice are not acceptable.
