About this opportunity
The National Oceanic and Atmospheric Administration's (NOAA) Pacific Marine Environmental Laboratory (PMEL) has issued a Special Notice announcing its intent to negotiate a sole source contract with Sunburst Sensors, LLC for the refurbishment of specialized SAMI Version 2 pH sensors. The contract opportunity is being pursued under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and is categorized under the Electronic and Precision Equipment Repair and Maintenance NAICS code. NOAA has determined Sunburst Sensors as the sole source provider due to their unique position as the manufacturer of the specific instruments required by PMEL. The company possesses intimate knowledge of sensor construction, design, and software interfaces, making them the exclusive manufacturer, supplier, and service provider for these specialized sensors. The contract is set for a period of performance from award date through September 30, 2025.
The purpose of this Special Notice is to inform potential contractors of NOAA's intention to proceed with a non-competitive procurement and provide an opportunity for other firms to demonstrate their capability to meet the government's requirements. Interested firms that believe they can fully satisfy the contract needs may submit substantiating documentation in writing within 15 days of the notice's publication. The government will evaluate any submissions solely to determine whether to conduct a competitive procurement, with the final decision remaining entirely at their discretion. This notice is not a request for competitive proposals, and no solicitation package is available at this time. Oral communications will not be accepted in response to the notice. Contractors interested in challenging the sole source determination must provide written documentation that comprehensively demonstrates their ability to meet NOAA's specific sensor refurbishment requirements. The contract is not set aside for any specific business category, allowing potential participation from various qualified vendors.
