The notice, prepared in accordance with Federal Acquisition Regulation (FAR) 5.2, outlines the agency's plan to procure specialized software directly from the original equipment manufacturer. The contract opportunity is specifically for the SEER software suite, which includes multiple editions for project management and IT estimating. The notice was posted on February 10, 2025, with a response deadline of February 25, 2025. The Library of Congress is seeking to maintain its established technical architecture through this procurement.
Contractors interested in this opportunity are invited to demonstrate their capability to meet the government's requirements by submitting written evidence that competition would be advantageous. The notice specifies that responses must clearly and unambiguously show that an alternative offering is equivalent or better in capability, would not be cost or time prohibitive, and would not hinder the Library of Congress's mission. The proposed contract includes software licenses for up to 75 users, four training workshops, installation support, and technical maintenance. Potential respondents should submit their information to Charles Hertenstein via email, using the subject line "Notice of Sole Source Contract - SEER".
