About this opportunity
The Department of Veterans Affairs, specifically the Networking Contracting Office (NCO) 10 within Veterans Integrated Service Network 10, has issued a Special Notice announcing its intent to sole source a firm fixed price contract with University of Michigan - Health. The contract is for Sexual Assault Nurse Examiner (SANE) Services for the Ann Arbor VA Healthcare System. Following Federal Acquisition Regulation (FAR) 13.106(b)(2), the VA conducted market research and determined that University of Michigan - Health is the only agency capable of providing these specialized services. The opportunity is classified under NAICS code 621330 for Offices of Mental Health Practitioners, with a size standard of $9 million. This special notice is not a competitive solicitation but rather a notification of the VA's intent to award a contract to a single source.
Contractors interested in challenging this sole source determination must provide clear and convincing evidence that competition would be advantageous to the government. The purchase will be made under simplified acquisition procedures as authorized by FAR 13-501, and no solicitation package is currently available. Potential respondents are advised that the determination not to compete is solely within the government's discretion. The primary point of contact for this opportunity is Jennifer Bowden, who can be reached at jennifer.bowden@va.gov for questions or to submit capability statements for future requirements. While this specific notice appears to be targeted exclusively at University of Michigan - Health, interested parties are encouraged to communicate their capabilities if they believe they can provide comparable SANE services. The notice serves as a transparent communication of the VA's procurement intentions for these critical healthcare services.
