About this opportunity
The Department of the Army, specifically the Mission and Installation Contracting Command at Fort Novosel, Alabama, has issued a Special Notice announcing its intent to award a sole source firm fixed price contract to Alabama Power Company for the purchase and installation of safety markers on power lines. The contract falls under NAICS Code 221122 for Electric Power Distribution and is authorized by FAR 6.302-11(b)(3). The procurement is specifically for installing safety markers on power lines crossing over a section of the local flying area associated with Fort Novosel, with the primary vendor being Alabama Power Company due to their proprietary ownership of the power infrastructure. The Special Notice was posted on April 1, 2025, with a response deadline of April 17, 2025.
The primary objective of this contract is to enhance flight safety for the 110th Aviation Brigade by installing approximately 21 safety marker balls on power lines crossing Claybank Creek in Dale County. Contractors interested in submitting a capability statement must email Rowan Anderson at rowan.e.anderson.civ@army.mil no later than April 16, 2025, at 4:00 PM Central Standard Time, using the specific subject line "Notice of Intent SS -Safety Markers". Only PDF, .doc, .docx, .xls, or .xlsx file attachments will be accepted, and .zip or .exe files will be automatically filtered. While the notice is technically open to all responsible sources, the government has determined that Alabama Power Company is the sole capable vendor due to the proprietary nature of their power lines and poles. Potential contractors must comply with strict security protocols, including Common Access Card requirements, AT Level I awareness training, iWATCH program briefing, and OPSEC training. The final determination of competition remains solely at the discretion of the government.
Notice text
This requirement is for the purchase and installation of safety markers on power lines that cross over a section of the local flying area associated to Fort Novosel, Alabama.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 221122 Electric Power Distribution. The Mission and Installation Contracting Command at Fort Novosel intends to award a sole source firm fixed price contract as authorized by FAR 6.302-11(b)(3) to Alabama Power Company.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Alabama Power Company is the only capable vendor since the power poles are proprietary property of Alabama Power Company; therefore, the power poles and power lines are only allowed to have work completed by Alabama Power Company or their subcontractors. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized vendors may submit a capability statement that meets all the requirements in the attached Statement of Work (SOW), proposal or exception to the intent to award on a sole source basis, which shall be considered by the Government via e-mail to Mrs. Rowan Anderson at rowan.e.anderson.civ@army.mil no later than 16 April 2025 at 4:00pm Central Standard Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent SS –Safety Markers”. Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Fort Novosel.
