About this opportunity

The 355th Contracting Squadron, part of the Department of the Air Force Air Combat Command, has published a Special Notice announcing their intent to issue a sole-source procurement for one SAFE 35 Center Console Boat from SAFE Boats International. This procurement is being conducted under NAICS code 336612 (Boat Building) and is classified under the Small Craft PSC category 1940. The acquisition is intended for water recovery operations in maritime environments and includes a towing trailer and utilization training. The contracting squadron has determined that SAFE Boats International is the only known source capable of providing this specialized equipment, as it is the original equipment manufacturer and the specific boat model is mandated per Air Force Instruction 10-3503. The procurement will utilize simplified acquisition procedures with funding anticipated between $700K and $13.5M, though the requirement does not currently have allocated funds.

The primary objective of this sole-source action is to acquire specialized rescue boat equipment that meets specific Air Force operational requirements for power-driven rescue operations. Contractors wishing to challenge this sole-source determination must submit an interest letter by August 25, 2025, at 2:00 PM Eastern Time to Contracting Specialist Jonathan Turk, demonstrating their firm's capability to fulfill the requirement and providing rationale for consideration. The government conducted market research through GSA sources, online searches, and vendor outreach but identified no alternative sources that could provide the mandated SAFE Boats products. Interested parties must show they can provide the specific SAFE 35 Center Console Boat model rather than similar alternatives, as the Air Force emphasizes that transitioning to different platforms would require extensive retraining and potentially compromise mission readiness. The government reserves sole discretion in determining whether to proceed with competitive procurement based on any responses received and will not reimburse parties for costs associated with providing capability information.

  • CLIN 0001: SAFE 35 Center Console Boat (SAFE Boats International) QTY: 1 Each

Thus, SAFE Boats International has been determined to be the only known source capable of providing the mandated SAFE 35 Center Console Boat This is a notice of intent to award a sole-source procurement action under NAICS 336612 and is not a request for competitive proposals. Parties who wish to challenge this sole source action must submit an interest letter that demonstrates the firm’s ability to fulfill the requirement. Interested parties must provide rationale as to why they should be considered.

All interested parties must respond no later than Monday, 25August 2025 at 2:00pm Eastern Time to Contracting Specialist Jonathan Turk at email: jonathan.turk@us.af.mil or phone (520)228-5405. Responses received will be reviewed in detail; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government. Information received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement or not. The 355th Contracting Office will not reimburse parties for any costs connected with providing capability information.
