About this opportunity

The National Cancer Institute, under the Department of Health and Human Services, intends to award a sole-source purchase order to Jason Fine by September 9, 2026, to develop prediction error measures for competing risks survival models using two-time scales in cancer surveillance research.

The procurement invokes FAR 13.106-1(b)(1) and FAR Part 6.302-1 sole-source procedures, determining that only Jason P. Fine is capable of developing predictive accuracy measures for complex competing risks data in a timely and efficient manner. Place of performance is Bethesda, Maryland, with work conducted at the contractor's facility.

The technical scope requires development of methodology and reproducible software programs (in R or SAS) to calculate cause-specific and overall prediction error for semiparametric and parametric competing risks models (Gompertz, piecewise Gompertz, or flexible parametric baseline hazard) on two time scales: age for non-cancer mortality and time since diagnosis for cancer mortality. Prediction error will be quantified using time-dependent and overall measures based on Brier scores. Deliverables include a methodology outline, software with data visualization functions, and a manuscript suitable for publication in a statistical or medical journal. If an R package is developed, it must comply with CRAN standards. All deliverables must meet Section 508 accessibility standards for ICT.

The contract structure is a firm fixed-price purchase order with a 12-month base period and one 12-month option period, for a maximum total contract duration of 42 months. All deliverables are due 11 months after award. Payment occurs every six months upon delivery, inspection, and acceptance. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The contracting officers' representatives are Rose Mills and Theresa Devasia, Ph.D.

Notice text

The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement to develop prediction error measures for competing risks survival models for continuous time in two-time scales, where cancer mortality is modeled on the time since diagnosis scale and other cause mortality is modeled on the age scale. This purchase order is to be awarded to Jason Fine. The requirements document in the form of a draft Statement of Work is attached to this notice.

The acquisition will be processed in accordance with Sole Source Selection procedures as stated in FAR Part 6.302-1 and 41 U.S.C. 3304(a)(1and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 “All Other Professional, Scientific, and Technical Services”

The Contractor shall provide/perform the following, unless otherwise noted:

TECHNICAL REQUIREMENTS:

  1. Develop Methodology for Prediction Accuracy for Competing Risks Models on Two-Time Scales
  2. Develop predictive accuracy measures for competing risks
  3.  Develop Software for Calculating Prediction Error Measures
  4. Develop reproducible software programs in statistical software
  5. Summarize Research Findings in a Technical Report
  6. Generate manuscript summarizing major findings

Jason P. Fine is the only known vendor currently able to develop predictive accuracy measures for complex competing risks data in a timely and efficient manner.

REPORTING REQUIREMENTS AND DELIVERABLES:

The period of performance shall be a 12-month base period from the date of award and one 12-month option following the base period. All deliverables included in the Statement of Work will be submitted to the Contracting Officer’s Representative, Rose Mills, and Theresa Devasia, Ph.D. The Contractor that receives the award will be provided with the complete mailing address and points of contact.

PAYMENT: Net 30 days from date of invoice. Payment shall be made after acceptance of the deliverables, and submission of invoice pursuant to the invoicing instructions, and to the address shown, in the contract/order.

Only one award will be made and will be awarded as a firm fixed price type contract.
