About this opportunity

The Department of Veterans Affairs, Network Contracting Office 23, published this Notice of Intent on April 13, 2026, announcing its intention to award a sole source, firm-fixed price contract to PROAIM AMERICAS LLC. The notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) and is based on the authority of 41 U.S.C. 3304(a)(1), implemented by FAR 13.106-1(b). The agency justifies the sole source award on the grounds that PROAIM AMERICAS LLC is the only responsible source for this proprietary equipment, as no other third-party vendors are authorized to install or service the equipment. The product falls under NAICS code 541519 (Other Computer Related Services) and Product Service Code J065 (Maintenance/Repair/Rebuild of Medical, Dental, and Veterinary Equipment and Supplies). This notice is not a competitive solicitation but rather a formal announcement of the agency's proposed contract action.

Although the Department of Veterans Affairs intends to proceed with a sole source award, the notice provides an opportunity for interested vendors to challenge this determination. Interested vendors must submit written documentation demonstrating their capability to satisfy the requirement to joseph.bloomer@va.gov within seven calendar days of publication (by April 16, 2026). The agency will review any submitted capability statements, proposals, or quotations solely to determine whether to conduct a competitive procurement instead of proceeding with the sole source award. All responsible sources are eligible to submit information for consideration. The government's final determination to either compete or proceed with the sole source contract will be made at the agency's discretion based on the responses received and the documented capabilities presented.

Notice text

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to PROAIM AMERICAS LLC with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because this equipment is provided by the Original Equipment Manufacturer who provides approved parts, software and maintenance that are proprietary in nature.  No other third-party vendor is authorized to install or service this equipment.  The North American Industry Classification System (NAICS) code for this requirement is 541519 and the product service code is J065.

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that the equipment PROAIM AMERICAS LLC provides is proprietary. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to joseph.bloomer@va.gov within seven calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
