About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD), operating under the Department of the Navy Naval Air Systems Command, is seeking to procure flight training services to support the United States Naval Academy's Powered Flight Program (PFP). The primary objective is to introduce military procedure-based flight training and performance standards while screening students for aeronautical adaptability, reducing future dropout and attrition rates, and improving performance in follow-on primary flight training. The contract will be awarded on a sole-source basis to a Service-Disabled Veteran-Owned Small Business (SDVOSB) as a Firm-Fixed Price engagement. The training will validate the Naval Introductory Flight Evaluation (NIFE), reducing both time and cost to complete flight school. The response deadline for this pre-solicitation notice is April 21, 2026, with inquiries directed to either Alexis Uy (CS Contact) at alexis.n.uy.civ@us.navy.mil or Audrey Rolland (PCO Contact) at audrey.l.rolland.civ@us.navy.mil.
This procurement carries a sole-source designation to Pray Aviation (CAGE code 87KZ6), the identified incumbent contractor, with no small business set-aside beyond the SDVOSB requirement. The training will be delivered at Pray Aviation's home airfield in Easton, Maryland, located within 40 miles of the Naval Academy, and will service 130 future aviators across three training blocks. While specific contract award values are not disclosed in this pre-solicitation notice, the scope encompasses operational sustainment and broad requirements to meet the unique needs and missions of Chief Naval Air Training Command. The contract structure as a Firm-Fixed Price arrangement indicates defined deliverables and performance metrics aligned with Naval Air Training Command standards and procedures.
