About this opportunity
The Naval Supply Systems Command at Fleet Logistics Center Puget Sound seeks OEM Rix Industries air compressor parts for MCM-14 Medium Pressure Air Compressor repair and maintenance, with proposals due September 17, 2026. This is a sole source procurement restricted to Rix Industries or its authorized distributor. Amendment 1, effective September 14, 2026, extended the response deadline from September 1 to September 17.
Place of performance is the United States, with delivery required to USN SRF-JRMC Sasebo and Yokosuka, Japan, by August 31, 2026 (or September 30, 2026 per updated justification documentation), FOB Origin, arranged by NAVSUP WSS. Inspection and acceptance occur at SRF and JRMC Yokosuka.
The procurement covers 41 line items of replacement OEM components—cover plates, screws, pulleys, spacers, retainer plates, oil drain extensions, thermowells, drain line assemblies, clamps, air lines, oil lines, mounting plates, dip sticks, moisture separator kits, nameplates, panels, and pads—all requiring identical form, fit, and function per NAVSEA Technical Manual S6220-D2-MMA-010, OEM drawing B12744, and APL No. 061050058. Use of unauthorized spare parts risks damage to the MPAC Model No. 2KX2-30A/B and equipment non-operability; no authorized repair parts are listed in the technical manual. The sole source justification notes Rix Industries has been non-responsive, and ECI Defense Group (CAGE 4BJ65), a small business distributor, holds exclusive authorization effective November 1, 2024.
The procurement is firm fixed-price under FAR Part 12 commercial procedures, NAICS 333912. Evaluation weighs technical approach including delivery date, price, and past performance in no order of relative importance. Quotes must acknowledge receipt of Amendment 1. Contracting Officer: Crista Carrier, Crista.m.carrier2.civ@us.navy.mil. Questions due two days before closing.
