About this opportunity
The Food and Drug Administration Office of Food Policy and Response published a Special Notice regarding a sole source contract opportunity with Datasembly, Inc. The purpose is to address the ongoing infant formula shortage by monitoring supply chain impacts and responding to requests from the White House and other federal partners.
The Special Notice seeks Datasembly to provide weekly exports of out-of-stock infant formula data from over 25,000 retail locations across 39 banner stores. The contract value is $350,000 for the period of July 1, 2023 through June 30, 2024. This will integrate varied data sources and help track efforts to increase availability. No set-aside is used and the justification identifies Datasembly as the only provider that collects the required data at the necessary frequency and level of granularity to meet the urgent needs of the situation. The deadline for this Special Notice is June 23, 2023.
Notice text
The FDA Office of Food Policy and Response (OFPR) coordinates the oversight of food related outbreak responses, tracebacks, recalls, and communication to stakeholders involving threats to human health. Since February 2022, FDA has been working with federal partners to address a critical shortage of infant formula due to the voluntary shutdown of Abbott Nutrition’s Sturgis facility and voluntary recall of Abbott infant formula produced at the Sturgis facility.
FDA is also analyzing risks for serious supply chain ramifications for the infant formula market due to shortages caused by the product recalls to date and pause in production while the food safety investigation continues. OFPR is also tasked with leading risk mitigation efforts to the food supply chain caused by the novel coronavirus (COVID-19) pandemic. The unprecedented scale and pace at which the COVID-19 pandemic is spreading presents unique challenges to the food supply chain and the federal government organizations charged with maintaining its balance. The FDA regulates over 80% of the US food system. Specifically, there is a risk of shortages and an imbalance of supply and demand.
Purpose
The purpose of this acquisition is to monitor and analyze the status of infant formula supply chain impacts and respond to White House and other federal partner requests. OFPR is requesting Datasembly, Inc. to provide a weekly file export that contains out-of-stock information for all Infant Formula products for each store for the banners for which out-of-stock data is collected. This purchase is critical to monitoring the status of the infant formula supply by integrating and speeding the analysis of complex and varied data sources and helping track the impact of efforts to increase product availability.
