About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically the Pacific Islands Fisheries Science Center (PIFSC) under the Department of Commerce, has issued a Special Notice of Intent to Sole Source a procurement with Sea-Bird Electronics. The procurement involves the purchase of 60 new SBE56 temperature sensors and repair and calibration services for 43 existing SBE56 temperature sensors. This sole source determination is being made under FAR 13.106-1(b)(1) authority, with an estimated total value of less than $250,000. The government intends to award the contract to Sea-Bird Electronics based on their exclusive capability to meet the stated requirements. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees.
The primary objective of this procurement is to maintain data and operational continuity and integrity for the FY26 National Coral Reef Monitoring Program in American Samoa and Pacific Remote Island Areas by acquiring identical replacement sensors and ensuring proper maintenance of existing equipment. The delivery deadline for all sensors and services is March 20, 2026. Although this is not a formal request for competitive proposals, interested firms that believe they can fully meet the government's requirements may submit substantiating documentation within 10 days of publication (by January 2, 2026) to the point of contact for evaluation as to whether the procurement should be conducted on a competitive basis. No specific small business or set-aside eligibility restrictions are noted; however, the government's determination is based on Sea-Bird Electronics' unique capability as the original manufacturer to provide equipment that meets oceanographic data collection standards for climate and marine ecosystem research initiatives.
