About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has published a Special Notice announcing its intent to award a sole source contract for NOAA Weather Radio (NWR) All-Hazards Transmitter System maintenance services and broadcast tower space in Colorado. The contract will be awarded to the Colorado Department of Public Safety (CDPS) for a twelve-month base period with four twelve-month option periods. This procurement falls under NAICS code 811210 with a business size standard of $34 million and will utilize FAR Part 13 procedures for a firm-fixed-price contract. The services are critical to maintaining the National Weather Service's weather forecasting and severe weather warning dissemination capabilities across Colorado. The contract covers maintenance services for twenty-eight transmitter sites located primarily on Department of Safety broadcast towers positioned strategically throughout the state for maximum coverage.

The sole source justification is based on the existing formal agreement between NOAA's NWS Central Region and Colorado's Office of Public Safety Communications (OPSC), which provides routine preventative and corrective maintenance services, physical site security, and facility maintenance to ensure minimal service outages. While this is not a competitive solicitation, interested parties may submit capability statements demonstrating their ability to provide the requested services by Friday, June 13, 2025 at 2:00 PM PDT to Nicole Collins and Richard Barzaghi via email. Responding contractors must maintain current and active registration in the System for Award Management (SAM). The government reserves the right to consider any capability statements received before making the final award decision, though no reimbursement will be provided for information submitted and no capability briefings will be conducted.

Notice text

NOAA Weather Radio (NWR) All Hazards Transmitter System Maintenance Services and Broadcast Tower Space- Colorado

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a).

The US Department of Commerce (DOC), National Atmospheric and Oceanic Administration (NOAA), Western Acquisition Division (WAD), intends to award a Sole Source, Firm-Fixed-Price type contract with a twelve (12) month base period and four (4) 12-month option periods to the Colorado Department of Public Safety (CDPS) using the procedures in FAR Part 13 for maintenance services critical to the operational needs of the National Weather Service’s (NWS) National Weather Radio (NWR) All-Hazard Radio.

The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a business size standard of $34 million.

NOAA’s Weather Radio NWR All- Hazards network is one of the primary means that the NWS disseminates its weather forecasts and severe weather warnings. NWR transmitters are located at Colorado’s Office of Public Safety Communications (OPSC) sites primarily on the Division of Homeland Security and Emergency Management’s Department of Safety broadcast towers. The broadcast towers are housed at strategic geographic locations to allow for maximum NWR broadcast coverage throughout a large portion of Colorado. The Broadcast towers are primarily located in remote areas and provide an advantage for both above mean sea level and telecommunication line of sight perspectives.

The Colorado Department of Public Safety (CDPS) is a division within OPSC which provides NWS’s Central Region with routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for twenty eight (28) sites within the state of Colorado. These services include physical site security, broadcast towers and the maintenance of transmitter site facilities to ensure outages and repairs due to malfunctions are acted upon expeditiously. As a result of the partnership between OPSC and NOAA’s NWS Central Region, both parties maintain a formal agreement, pursuant to the authority of 15 U.S.C. § 313 and 15 U.S.C. § 1525.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
