About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Weather Service Central Region has issued a Special Notice announcing its intent to sole source a modification agreement with the Wisconsin Educational Communications Board (ECB) for maintenance services of NOAA Weather Radio Transmitter Systems. The procurement covers thirteen sites within Wisconsin and will extend services for three months using a Firm-Fixed-Price type modification. The contract will encompass routine and non-routine maintenance activities including on-site maintenance, remote monitoring, site outage restoration, and miscellaneous services. The sole source procurement will be negotiated under 10 USC 2304(c)(1) and implemented through FAR 13.106(b)(2). The applicable NAICS code for this requirement is 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Small Business Size Standard of $34 Million.

The primary objective of this Special Notice is to provide an opportunity for potentially interested contractors to demonstrate their capability to meet the government's maintenance requirements for weather radio transmitters. Contractors interested in responding must be capable of providing at least 50% of the described maintenance services and possess prior experience with similar weather radio transmitter maintenance. The government will consider proposals received within five days of the notice's publication, though this is not a formal competitive proposal request. Responses must be submitted to Nicole Collins and Richard Barzaghi by Monday, March 10, 2025, at 10:00 AM PST. ECB has been determined to be the only source capable of meeting the government's requirements due to its ability to house NWS transmitters on Wisconsin state facilities and its ownership of the communication network handling all NWR transmissions in the state. The government retains sole discretion in determining whether to compete the proposed contract based on received responses and does not intend to pay for any information submitted.
