About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) National Weather Service Central Region has issued a Special Notice announcing its intent to sole source a modification agreement for maintenance services of NOAA Weather Radio Transmitter Systems across twenty-four sites in Nebraska. The notice is specifically targeting an extension of services with the Executive Office of the State of Nebraska (EOSN) for a three-month period. The contract will cover both routine preventative and non-routine corrective maintenance for weather radio systems, involving on-site maintenance, remote monitoring, site outage restoration, and miscellaneous related services. This procurement will be negotiated on a non-competitive basis under 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 13.106(b)(2). The applicable NAICS code for this requirement is 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million.
The purpose of this Special Notice is to provide public notification of NOAA's intention to award a sole source contract to EOSN, which is deemed the only source capable of meeting the government's requirements. Contractors interested in responding must be able to provide 50% or more of the maintenance services and possess prior experience with weather radio transmitter maintenance of similar scale and complexity. The government will consider proposals received within five days of the notice's publication, though this is not a formal competitive solicitation. All responses must be submitted to Nicole Collins and Richard Barzaghi by Monday, March 10, 2025, at 10:00 AM PST. EOSN was selected due to its unique capabilities, including owning the communication network for Nebraska's National Weather Radio transmissions and having extensive experience in emergency communications infrastructure. The government emphasizes that it will not compensate respondents for any information provided and retains sole discretion in determining whether to proceed with a competitive procurement based on received proposals.
