About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to sole source a modification agreement for maintenance services of NOAA Weather Radio Transmitter Systems in Colorado. The contract, identified by the number 1305M220CNWWR0057, will be awarded to the Governors' Office of Information Technology (GOIT) for a three-month extension. The maintenance services will cover twenty-eight sites and include routine and non-routine maintenance, remote monitoring, site outage restoration, and miscellaneous related services. This procurement will be negotiated on a non-competitive basis under 10 USC 2304(c)(1), as implemented by FAR 13.106(b)(2). The applicable NAICS code for this requirement is 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million.
The primary objective of this Special Notice is to provide public notification of NOAA's intent to directly award the contract to GOIT, which is considered the only source capable of meeting the government's requirements. Interested contractors who can provide 50% or more of the maintenance services and have prior experience with similar weather radio transmitter maintenance may submit proposals for consideration. All responses must be submitted to Nicole Collins and Richard Barzaghi via email by Monday, March 10, 2025, at 10:00 AM PST. While this is not a competitive proposal request, the government will review any submissions received within five days of the notice's publication. GOIT's unique qualification stems from its ability to house NWS-owned transmitters on Colorado state facilities and its ownership of the communication network handling NWR transmissions in the state. The government retains sole discretion in determining whether to compete the proposed contract based on any received responses, and no compensation will be provided for information submitted in response to this notice.
