NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Air Operation Center (AOC) requires a new optical glass flat for use in the King Air aft port N68RF, FM21. The glass is used for various aerial scientific sensors to include optical imagery and LIDAR.
King Air aft port optical glass will be provided by AVCON Industries Inc., located at 714 N. Oliver Rd, P.O. Box 748, Hangar M, Newton, Kansas (KS) 67114.
AVCON Industries Inc. is the original equipment manufacturer (OEM) for the above equipment. AVCON provided Engineering analysis of the aircraft modification with certification authority and it is the holder of the Federal Aviation Administration Supplemental Type Certificate (STC) for this aircraft. Therefore AVCON holds the authority to approve modifications to this original STC that they designed and installed on the aircraft.
The Government is not aware of any other vendors that are authorized by AVCON to provide this New Optical Glass without compromising the OEM STC, warranty, delivery or any additional mark ups.
The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with AVCON Industries Inc., under the authority of FAR 13.106-1(b)(1)(i).
This is not a solicitation for competitive quotes. However, if any interested party that can provide this product, without compromising manufacturing delivery, warranty or mark ups and has a Federal Aviation Administration Supplemental Type Certificate (STC) for this aircraft or be authorized by AVCON Industries Inc., may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO.
A statement of capabilities to include the detailed of the Glass Flat, including manufacture authorization, OEM warranty agreement, a price list, and the STC modification for this aircraft. These requirements shall be received by 5:00pm EST on August 15 2019. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system while also be authorized by the manufacture.
The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on August 15, 2019.
