About this opportunity
The U.S. Fish and Wildlife Service intends to sole-source a firm-fixed-price commercial services purchase order to the Regents of the Nevada System of Higher Education (University of Nevada, Reno, UEI WLDGTNCFFJZ3) for native plant seed processing, testing, packaging, and controlled-environment storage services supporting the Seeds of Success program at the Desert National Wildlife Refuge Complex. The Government conducted market research, including a sources-sought notice and direct vendor outreach, and determined that University of Nevada, Reno is the only responsible source reasonably available to meet the requirement for full integrated services covering receipt, cleaning, testing, packaging, tracking, and controlled-environment storage of native plant seed collections, including Agricultural Research Service backup sample preparation and reporting. The action is awarded under FAR 6.302-1 (Only one responsible source) as implemented for commercial acquisitions under FAR Part 12, at or below the simplified acquisition threshold. All responsible sources that believe they can satisfy the full requirement may submit a capability statement to oscar_orozco@ios.doi.gov by August 3, 2026. The Government will consider responses solely to determine whether to conduct a competitive procurement; a decision not to compete remains within the Government's sole discretion.
