The Naval Medical Logistics Command (NMLC) intends to award three sole source contracts under the authority of FAR 6.302-1(a)(2), only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, to Peak Government Services, Inc., 6920 Miramar Rd, Suite 305, San Diego, CA, 92121, Caban Resources, LLC, 130 Arena St., El Segundo, CA 90245, Diamond Solutions, Inc., 12150 Monument Dr. Suite 100, Fairfax, VA 22033 for Coding, Auditing and Training services for the Bureau of Medicine and Surgery (BUMED). The contactor shall provide inpatient and outpatient medical record coding services, medical record audit services, and training services to Military Treatment Facilities (MTF) worldwide. Services shall be provided on-site or remotely. The contractor shall conduct audits of government coded medical records either on-site or remotely as stated in the contract task orders. The contractor shall assess compliance with DoD requirements and industry standards, such as the use of modifiers, procedure sequencing and linkage of procedures to diagnosis codes to support medical necessity of services. The contractor shall continually update training materials to relay the most current and relevant information. The curriculum shall include specific information and examples relevant to the clinical area for which the training is provided.
Peak Government Services, Inc., Caban Resources, LLC and Diamond Solutions, Inc. are the only sources that provide the coding, auditing and training services that meet the requirements identified herein.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
