About this opportunity
The Treasury Common Services Center (TCSC), on behalf of the Office of Financial Research (OFR), has published a Special Notice of Intent to Sole Source with Morningstar Inc. for the renewal of Morningstar Subscription Data. This is a civilian federal contracting opportunity posted by the Department of the Treasury Bureau of the Fiscal Service on April 2, 2026. The notice indicates the government's intention to award a contract exclusively to Morningstar based on the assertion that no competitive vendors or regulatory agencies provide equivalent datasets and that Morningstar possesses unique proprietary and patented technology required for this acquisition. The primary product is Morningstar Direct, a cloud-based global investment analysis platform offering historical portfolio holdings, equities, separate accounts, hedge funds, ETFs, indexes, and real-time pricing data. While this is designated as a sole source procurement, interested parties have the opportunity to challenge this determination by submitting a response.
Interested contractors must submit capability statements, proposals, or quotations by April 23, 2026, at 10:00 AM Eastern Time to purchasing@fiscal.treasury.gov with the subject line marked SS-OFR-26-026/Attn: SA and KZ. Responses must include company name and location, contact information, business size classification, UEI number, specific product details, availability information, and a capabilities statement not exceeding five pages with customer references. Submissions must use only Microsoft Office non-macro enabled documents or PDF format, with executable and media files prohibited. The contract period consists of one 12-month base year beginning May 17, 2026, with four optional 12-month renewal periods extending through May 16, 2031. The government retains sole discretion to proceed with the sole source award to Morningstar unless a response demonstrates superior capability and greater advantage to the federal government. Interested parties should note that this is not a formal solicitation, and telephone inquiries will not be accepted.
