About this opportunity
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) has issued an intent to sole source notice for Original Equipment Manufacturer repair services on Main Engine High Pressure Turbines to restore them to original manufacturer specifications. The Department of the Navy Naval Supply Systems Command is seeking to procure overhaul services for No. 1 and No. 4 Main Engine High Pressure Turbines for a US Navy NIMITZ class aircraft carrier, with work including technical oversight, inspections, condition reports, journal bearing re-habitation, and nozzle plate refurbishment. A Justification and Approval for Other Than Full and Open Competition has been prepared, with Curtiss-Wright Fleet Solutions identified as the sole source provider due to their proprietary design drawings and specifications for GE and Dresser-Rand Government turbines acquired through their 2018 purchase of Dresser-Rand. This is not a request for competitive quotes, though interested parties may identify their capability to respond by October 8, 2025, at 1200 PDT. Prospective contractors must be registered in the System for Award Management (SAM) and submit clear documentation of their capabilities via email to the specified contracting personnel.
No set-aside designation is being used for this procurement, as it is structured as a sole source acquisition. Curtiss-Wright Fleet Solutions has been identified as the incumbent contractor based on their ownership of the technical expertise and design specifications following their acquisition of Dresser-Rand in 2018. While specific award values are not disclosed in the notice, the contracting officer has determined the anticipated cost to be fair and reasonable based on historical pricing and independent cost estimates. The contract performance period is structured from October 24, 2025, to March 31, 2026, for most tasks, with some extending to July 1, 2026. The primary place of performance is at the Puget Sound Detachment, Naval Air Station, North Island in San Diego, California, though the contracting activity is located in Bremerton, Washington.
