About this opportunity

The North Carolina Army National Guard, specifically the 145th Airlift Wing Contracting office, has issued a Special Notice announcing an intent to award a sole source bridge contract to AT&T for local telecommunication services. The contract is designed to prevent interruption of telecommunication services for the installation while preparing for a future competitive long-term contract. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, utilizing a Firm-Fixed Price (FFP) contract mechanism. The Special Notice is specifically focused on maintaining continuous telecommunications infrastructure through a short-term bridge contract. The total contract value is $12,095 and will cover the current legacy 24-channel Primary Rate Interface (PRI) and Direct Inward Dialing (DID) numbers.

Contractors interested in responding to this opportunity must email their responses directly to two specific points of contact: MSgt Sarah Marshall (sarah.marshall.6@us.af.mil) and Capt Scott Thomas (scott.thomas.53@us.af.mil) by March 27, 2025. The government's determination to proceed with a non-competitive procurement is entirely at its discretion and based on the responses received. AT&T is currently the sole telecommunications provider with lines installed at the installation, which makes a competitive procurement impractical in the short term. The bridge contract will cover the period necessary to complete solicitation, award, and installation of a new Time Division Multiplex (TDM) circuit with fiber optic lines. The follow-on contract will be competitively bid and will replace the existing system by migrating current connectivity requirements to an emulated session protocol (SIP) path. No telephone or fax inquiries will be accepted, and the contract is being procured under FAR 13.106-1(b)(1) for solicitation from a single source.
