About this opportunity

The Department of the Interior (DOI) Bureau of Land Management (BLM) National Operations Center (NOC) has issued a Special Notice announcing its intent to award a sole source Firm Fixed Price contract to Elsevier B.V. The contract is specifically for Journal Subscription Management services, focusing on the ScienceDirect Standard Collection. Through comprehensive market research, the BLM has determined that Elsevier B.V. is the sole provider capable of meeting their unique journal subscription requirements. The procurement falls under the North American Industry Classification System (NAICS) code 513120, with a size standard of 1,000 employees. This Special Notice represents a direct intent to contract with Elsevier B.V. without a traditional competitive bidding process.

The primary objective of this Special Notice is to procure specialized Journal Subscription Management services through a sole source contract mechanism authorized under Federal Acquisition Regulation (FAR) 13.106(b)(2). Interested parties are invited to submit their capabilities and interest via email to Amanda Judd (ajudd@blm.gov) and Laura Egli (legli@blm.gov) by 3:00 p.m. EST on December 19, 2024. No solicitation document will be made available, and potential respondents should be aware that all costs associated with responding to the notice will be their sole responsibility. The BLM will not reimburse any administrative or informational expenses incurred during the response process. Eligibility appears to be open, though the notice strongly implies that only firms with capabilities matching Elsevier B.V.'s specific service offerings would be considered relevant. The opportunity represents a direct procurement approach aimed at securing specialized journal subscription management services for the BLM's library operations.
