The Department of the Air Force Air Education and Training Command (AETC) has issued a Special Notice announcing its intent to award a sole-source personal service contract to Learn to Win for premium software licenses and curriculum digitization for the 81st Training Wing at Keesler Air Force Base, Mississippi. The contract opportunity is being pursued under the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) program, specifically leveraging the Phase III award provisions. The notice indicates the government will negotiate with Learn to Win as the sole source based on their previous SBIR Phase II work, in accordance with the SBIR/STTR Reauthorization Act of 2011. The acquisition falls under NAICS code 611710 for Educational Support Services, with a size standard of $24M, and will be executed as a commercial service using FAR part 12 procedures. The contract will be a firm-fixed price agreement.
The primary objective of this Special Notice is to support the 81st Training Wing's transformation of technical training through an interactive learning ecosystem that enables instructors to customize training for individual trainees. The contract period of performance is set for 24 March 2025 through 23 March 2026, spanning a total of 12 months with no option periods. Learn to Win is uniquely positioned as the sole source contractor due to their previously demonstrated mobile learning platform capabilities, which include content creation, training, and assessment functionalities. Potential contractors should note the strict timeline, with the notice posted on 5 March 2025 and responses due by 10 March 2025. Interested parties with questions can contact Stacey Zawalski at (228) 377-1829 or stacey.zawalski.1@us.af.mil. The contract aims to enable commercialization of Learn to Win's technology across Department of Defense training domains, facilitating shareable content and virtual training environments.
