About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa, specifically the 48th Operations Support Squadron, has published a Special Notice announcing its intent to sole source a contract for repair and recalibration services of two Joint Combined Aircrew Systems Testers (JCAST). The procurement will be conducted under FAR 13.106-1(b)(1)(i) for soliciting from a single source, with Chemring Energetic Devices, Inc. (CED) identified as the intended contractor. The equipment requiring service consists of two JCAST units with Part Number 6177100-20 and Serial Numbers 000395 and 000405. The work must comply with Technical Orders TO 33D2-10-141-1 and TO 33D2-10-135-1 to restore the testers to operational status. This notice was posted on August 11, 2025, with responses due by August 26, 2025.
The sole source justification is based on CED's status as the original equipment manufacturer with exclusive proprietary data rights, patented technology, and copyrighted software that cannot be accessed by other vendors. The government lacks the necessary engineering drawings, specifications, quality assurance provisions, and software documentation to enable maintenance by alternative sources, and CED does not permit third-party redistribution or repair of their products. While this is not a request for competitive proposals, the government will consider capability statements, proposals, or quotations from responsible sources that can demonstrate the ability to meet all technical requirements without access to proprietary data or tooling. Contractors interested in responding must clearly show they can perform depot-level maintenance beyond local Precision Measurement Equipment Laboratory capabilities without relying on CED's proprietary information. The notice serves as an informational announcement only and does not constitute a government commitment to award a contract, with no formal solicitation planned to be issued.
