About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) has issued a Special Notice regarding a potential sole source procurement for High Pressure Air Compressor (HPAC) repairs at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The notice specifically seeks an Original Equipment Manufacturer (OEM) to provide repair services for a HPAC Model WP-5000, with the goal of restoring the equipment to original manufacturer specifications. A Justification and Approval for Other Than Full and Open Competition has been prepared, indicating the government's intent to potentially award this contract without a full competitive process. The notice is categorized under the Ship Building and Repairing NAICS code and focuses on non-nuclear ship repair services for a West Coast naval facility.

Interested contractors must submit written responses demonstrating their capabilities by December 20, 2024, at 10 AM PST to Contract Specialist Brianna Webb via email. The government will review all submissions to determine whether to issue a solicitation, with the discretion to decide against competition based on the responses received. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. The capability documentation should comprehensively describe the prospective contractor's technical background, experience, and ability to support the HPAC repair requirements. The specific repair work involves removing, replacing, and repairing HPAC No. 3 on a CVN 68 class aircraft carrier deployed in Singapore between December 30, 2024, and January 14, 2025. Contractors must meet stringent requirements including maintaining specific cleanliness standards, providing detailed documentation, performing operational tests, and complying with security protocols such as having valid USA passports and appropriate authorizations.
