About this opportunity
The Department of the Air Force Air Combat Command, through the 4th Contracting Squadron at Seymour Johnson Air Force Base, has issued a Special Notice announcing their intent to award a sole source contract for HDT THOR 200 HP replacement parts. The procurement (F3T2EM5182AG01) seeks to acquire 20 specific replacement parts from HDT Expeditionary Systems, Inc., including critical components such as low pressure switches, serpentine belts, programmed AC drives, alternators, and controller generators. This acquisition falls under the "Other Engine Equipment Manufacturing" NAICS category and will be conducted using Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The notice emphasizes that HDT Expeditionary Systems, Inc. is the sole source provider for these specialized military equipment components.
The primary objective of this Special Notice is to inform the contracting community of the government's intent to proceed with a non-competitive acquisition due to the proprietary nature of the required parts. HDT Global, as the inventor and patent owner of the THOR 200 HP system, maintains limited technical data rights that prevent competitive sourcing from alternative suppliers. The government has determined that only one responsible source exists that can satisfy the agency's requirements, as specified in Technical Order 35E9-332-1. Interested parties have until July 16, 2025, at 2:00 PM EST to provide information that might influence the government's decision to compete this requirement. However, the notice explicitly states that this is not a request for competitive proposals, and any information received will only be considered to determine whether competitive procurement is feasible.
