About this opportunity
The Department of the Air Force Air Combat Command, specifically the 355th Contracting Squadron, has issued a Special Notice of intent to sole-source a procurement action for preventative maintenance and repair services. The notice concerns a Global Finishing Solutions (GFS) Fighter Size Paint Booth (FSPB) located at Davis-Monthan Air Force Base in Arizona. The specific equipment has a serial number U118049 and requires comprehensive maintenance services including software support. The procurement is being conducted under NAICS 332311 and follows Federal Acquisition Regulation (FAR) Part 13.106-1(b) guidelines for solicitation from a single source. GFS is identified as the original equipment manufacturer with proprietary software and exclusive licensing rights for the paint booth.
Interested contractors who wish to challenge the sole-source determination must submit an interest letter demonstrating their technical expertise, certifications, and authorization to service the equipment by Monday, 21 April 2025 at 7:00AM PST. The letter should provide a comprehensive rationale for why the firm should be considered as an alternative service provider. Contractors must communicate directly with Contracting Officer Patricia Murray via email (patricia.murray.6@us.af.mil) or phone (520)228-3095. While responses will be evaluated, the government retains sole discretion in determining whether to compete the procurement. The maintenance services required include comprehensive support such as preventative maintenance, as-needed repairs, training, and emergency services for the paint booth and its associated proprietary software. No reimbursement will be provided for any costs incurred in preparing and submitting capability information.
Notice text
The 355th Contracting Squadron intends to issue a sole-source procurement action for the procurement of the following items:
The contractor will provide all necessary tools, equipment, transportation, personnel, labor, supervision, and management required to perform preventative maintenance, as-needed repairs, training, and emergency services for one (1) Global Finishing Solutions (GFS) Fighter Size Paint Booth (FSPB), serial number U118049, located on the 309th Aerospace Maintenance and Regeneration Group (AMARG) complex at Davis-Monthan Air Force Base (DMAFB), AZ. Service will include software maintenance and support.
This requirement is accomplished in accordance with FAR Part 13.106-1(b) “Soliciting from a single source”. GFS. is the original equipment manufacturer (OEM) of the above listed machinery. The OEM. has identified the programming software integral to the FSPB performance as proprietary and maintains all licensing rights to such software. The OEM further acknowledges there are no third-party authorized service providers for the maintenance, support or renewal of the software. This is a notice of intent to award a BRAND NAME, sole-source procurement action under NAICS 332311 and is not a request for competitive proposals. Firms who want to challenge this sole source action must submit an interest letter that demonstrates your firm’s technical expertise, certifications and authorization to compete for this acquisition as an authorized service provider for this equipment and associated software. Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Monday, 21 April 2025 at 7:00AM PST to Contracting Officer Patricia Murray at email: patricia.murray.6@us.af.mil or phone (520)228-3095. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The 355th Contracting Office will not reimburse for any costs connected with providing the capability information.
