About this opportunity
The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source contract to the City of Minneapolis for Fire Suppression and Emergency Response Service under FAR 6.103-1 and FAR 12.102(a), with a capabilities statement deadline of October 23, 2026 at 16:00 CT. This is a sole source intent notice, not a competitive solicitation; the Government has determined that only one responsible source can satisfy its requirements.
Interested parties may submit written capabilities statements providing clear and unambiguous evidence of service capability. Respondents must answer three required questions covering socio-economic category classification, availability of services under existing government contracts such as the GSA Federal Supply Schedule, and subcontracting plans with the percentage of work to be subcontracted. Verbal responses and phone calls will not be accepted. The Government retains discretion to compete this contract based on responses received; if no viable responses are submitted by the deadline, the Department will negotiate solely with the City of Minneapolis.
The services cover the Veterans Affairs Medical Center in Minneapolis and Fort Snelling facility, spanning 133.75 acres and 50 buildings. The contractor must provide 24/7 fire suppression and emergency medical response, including hazardous materials response, confined space rescue, and elevator entrapment services. Minimum staffing requires four trained, certified professional firefighters meeting NFPA 1001, 1002, and 1021 standards. The contractor must deploy two fire pumper apparatus with at least 1,200 gallons per minute pumping capacity (NFPA 1901 compliant), with one available 24/7, and achieve an eight-minute maximum response time from alarm receipt to site arrival or comply with NFPA 1710. The contractor must maintain an ISO rating of minimum 3 and participate in mutual aid agreements with at least two municipal fire departments. The facility is accepted in "as is" condition with no Government-provided apparatus or equipment except the fire alarm central monitoring station.
