About this opportunity
The U.S. Army Corps of Engineers, Baltimore District has published a special notice announcing its intent to award a sole source contract to a Woman-Owned Small Business for emergency embankment repair and shoal removal services. The work will be performed at Bennetts Creek in Canisteo, New York, to restore flood-risk management capability following disaster conditions. The contract is valued between $1,000,000 and $5,000,000 with an anticipated completion date of June 1, 2026. The Corps intends to negotiate exclusively with Mohawk Valley Materials Inc., an SBA Certified Woman-Owned Small Business. This procurement is being conducted under the Woman-Owned Small Business (WOSB) Program and disaster response authorities.
The primary objective of this sole source award is to provide critical infrastructure repair services following a federally declared disaster in the affected area of New York. Interested parties have until October 16, 2025, to submit capability statements or technical documentation for consideration, though this notice does not constitute a formal solicitation. Eligible contractors must be Woman-Owned Small Businesses located within the disaster area covered by FEMA Declaration 4825-DR-NY and must be registered in SAM.gov under the Disaster Response Registry. The procurement leverages both the WOSB Program set-aside authority and local area disaster response provisions to restrict competition to qualified businesses that can respond to emergency infrastructure needs. While the government intends to proceed with the identified contractor, responses received will be evaluated to determine whether competitive procurement might be warranted, though the final decision remains at the government's discretion.
