About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 23 issued an intent to sole source a contract to Siemens Healthcare Diagnostics, Inc. for FDA-approved specimen validity and Fentanyl reagents by October 12, 2026, citing sole-source justification under FAR 6.103-1 and FAR 12.102(a). The reagents will support the Minneapolis VA Health Care System's Forensic Toxicology Laboratory for specimen validity verification, including nitrite and creatinine assays, and Fentanyl testing capabilities. The VA stated that only one responsible source can satisfy the agency's requirements. Interested parties may submit capabilities statements by September 11, 2026, at 4:00 PM Central Time to demonstrate capability to provide the required services; submission does not constitute a request for competitive quotations and no formal competitive solicitation will be issued. The Government reserves the right to compete the contract based on responses received; if no viable alternatives are submitted by the deadline, the VA will proceed with sole-source negotiations with Siemens Healthcare Diagnostics, Inc. Point of contact is Contract Specialist Theresa "Tess" Thunder at theresa.thunder@va.gov or 701-239-3700. NAICS 325413, PSC 6640.
