About this opportunity
The US Army Corps of Engineers, Rock Island District, has published an Intent to Sole Source Special Notice for law enforcement services at Coralville Lake Project Recreation Areas. This notice indicates the agency's intention to award a firm fixed-price contract to the Johnson County Sheriff's Department rather than conducting a competitive procurement. The contract will cover personnel, equipment, and supplies necessary to provide law enforcement services during the peak recreation season from May through October 2026. The solicitation is being pursued under sole source authority pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, based on the determination that only one responsible source can satisfy agency requirements. This notice was posted on March 5, 2026, and serves to inform other potentially interested firms of the agency's intention.
Although this notice does not constitute a request for competitive quotes, small business firms that believe they can meet the requirement are permitted to submit written notification to the Contracting Officer by the March 12, 2026 deadline, along with supporting evidence demonstrating their capability to comply with all specified requirements. Interested firms must provide sufficient detail to substantiate their qualifications, though the government will not reimburse any costs associated with preparing such submissions. All firms seeking to compete for federal contracts must be registered in the System for Award Management (SAM) on a one-time basis and maintain current registration through annual confirmations. The final determination regarding whether to conduct a competitive procurement rests solely with the government, and any information received from interested parties will be evaluated only to determine if competitive procurement should be pursued. Inquiries regarding this opportunity should be directed to Contract Specialist Eric Gaul at eric.j.gaul@usace.army.mil.
