About this opportunity
The 4th Contracting Squadron at Seymour Johnson Air Force Base in North Carolina has issued a special notice announcing their intent to award a sole source contract to Phillips Corporation for the procurement of a CNC machine. The notice, published by the Department of the Air Force Air Combat Command on August 21, 2025, pertains to the acquisition of a Phillips HAAS Super Mini Mill along with associated delivery, installation, leveling, and power connection services. This procurement falls under NAICS code 333517 (Machine Tool Manufacturing) and PSC code 3417 (Milling Machines), indicating the specialized nature of the manufacturing equipment being acquired. The Air Force intends to execute this as a firm fixed price contract under simplified acquisition procedures. The contracting activity has determined that a sole source approach is appropriate for this particular requirement.
The primary purpose of this special notice is to inform the contractor community of the government's intent to proceed with a non-competitive procurement, as authorized under FAR 13.106-1(b) for soliciting from a single source. Interested parties have until August 26, 2025, to respond, though this notice explicitly states it is not a request for competitive proposals. The government reserves the right to determine whether to conduct a competitive requirement based solely on their discretion. Any information received from potential contractors will be evaluated only to assess whether the requirement should be competed rather than awarded as a sole source. This notice serves as a market notification mechanism while the Air Force maintains full authority over the final procurement strategy for this specialized milling machine acquisition.
