About this opportunity

The 130th Airlift Wing of the Department of the Army National Guard has published a Special Notice announcing its intent to award a sole source, firm fixed-price contract to AT&T Mobility LLC for commercial wireless mobility and cellular telecommunications services. The notice, posted on March 18, 2026, indicates that the government intends to procure wireless services including all wireless mobility technologies, operations, and FirstNet capability under FAR 6.103-1(b), which permits sole source awards when only one responsible source can satisfy agency requirements. This procurement is classified under NAICS code 517112 (Wireless Telecommunications Carriers except Satellite) and is being conducted by the 130th Maintenance Support Group/Maintenance Support Center. The Special Notice is not a formal solicitation document, and no solicitation package is currently available.

The purpose of this procurement is to secure secure, resilient mobile communications capable of operating in geographically remote and bandwidth-constrained mountainous terrain in West Virginia, with priority access, preemption capabilities, end-to-end encryption, and compliance with federal cybersecurity standards for transmitting Controlled Unclassified Information. Interested parties have seven days from the publication date (until March 25, 2026) to submit evidence demonstrating clear and convincing reasons why competition would be advantageous to the government. The government emphasizes that responses will be evaluated solely to confirm or deny the decision to proceed with a sole source award, and the government will not bear any costs associated with responding to this notice. AT&T Mobility LLC qualifies as the sole source because FirstNet, operated exclusively by AT&T under the Nationwide Public Safety Broadband Network contract, is the only commercial carrier offering the required combination of dedicated core network segregation, enhanced rural coverage, security protocols, and public safety prioritization features needed for this requirement.
