About this opportunity
The 355th Contracting Squadron, operating under the Department of the Air Force Air Combat Command, has issued a Special Notice announcing an intent to sole-source a procurement action to Cameron Advanced Mobility for austere off-road driver training and recovery services. This notice is being published as a formal notification of the government's intention to award a contract without competitive bidding, classified under NAICS 611692 (Automobile Driving Schools). The procurement action is designated as a total small business set-aside. The Special Notice invites interested parties to challenge the sole-source determination by demonstrating their capability to fulfill the stated requirements.
The 48th Rescue Squadron requires specialized off-road driver training and recovery instruction scheduled for November 5-11, 2025, to support pre-deployment preparation for combat search and rescue (CSAR) missions at Camp Lemmonier, Djibouti. The government has determined that Cameron Advanced Mobility is the only vendor within a 750-mile radius of Davis-Monthan Air Force Base capable of providing the necessary Non-Standard Tactical Vehicles (NSTV), certified instructors with operational experience, live-fire training infrastructure, and terrain replication facilities to meet these mission-critical requirements within the compressed timeframe. Any parties interested in challenging this sole-source award must submit an interest letter by October 23, 2025, at 12:00 p.m. Eastern Time to Contracting Specialist Jonathan Turk, demonstrating their firm's ability to fulfill the requirement and providing rationale for consideration. The training will encompass mountainous and desert terrain navigation, water crossing operations, and integrated vehicle-based weapons employment aligned with CSAR mission parameters. The government reserves the right to conduct a competitive procurement based on responses received, though the final determination rests solely with the 355th Contracting Office.
Notice text
The 355th Contracting Squadron intends to issue a sole-source procurement action for the procurement of the following items:
- CLIN 0001 – Austere Off Road Driver Training and Recovery course (05 -11 Nov 2025) IAW PWS – Qty: 1 EA
Cameron Advanced Mobility is the only vendor within the specified radius that has the ability to execute within the required time frame (05 Nov-11 Nov) and has direct access to the required NSTV platforms and possesses the infrastructure necessary to support integrated vehicle-based weapons employment, terrain replication, and instructor-led training aligned with CSAR mission parameters. Their facility offers immediate availability of Toyota Land Cruiser and Toyota Hilux, certified instructors with operational experience, and a training environment that meets the environmental and tactical specifications prescribed in the 48 RQS Mission Analysis MFR & IAW the PWS. Thus, Cameron Advanced Mobility has been determined to be the only known source capable of providing the pre-deployment Austere Off Road Driver Training. This is a notice of intent to award a sole-source procurement action under NAICS 611692 and is not a request for competitive proposals. Parties who wish to challenge this sole source action must submit an interest letter that demonstrates the firm’s ability to fulfill the requirement. Interested parties must provide rationale as to why they should be considered.
All interested parties must respond no later than Thursday, 23 October 2025 at 12:00pm Eastern Time to Contracting Specialist Jonathan Turk at email: jonathan.turk@us.af.mil or phone (520)228-5405. Responses received will be reviewed in detail; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely at the discretion of the Government. Information received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement or not. The 355th Contracting Office will not reimburse parties for any costs connected with providing capability information.
