About this opportunity

The Department of Veterans Affairs Veterans Health Administration intends to negotiate a sole source bridge contract with DBI Waste Systems Inc for waste and recycling pickup and disposal at VA Healthcare Rhode Island, with an 8-month base period beginning October 1, 2026, while developing a new competitive RFQ for a base plus 4 option years.

This is a sole source procurement under FAR 6.302-2 (Unusual and Compelling Urgency). The current contract (36C24121D0009) expires September 30, 2026, with no contractual extension option. Two prior competitive RFQs (36C24126Q0133 and 36C24126Q0580) did not result in timely awards due to protests; the most recent protest was dismissed August 19, 2026. No alternative contractor can be installed before expiration without creating critical service delays that would result in hazardous waste accumulation, unsanitary conditions, pest and fire hazards, infection control risks, and potential noncompliance with VHA Directives 1850.06 (Waste Management Program) and 1850.01 (Health Care Environmental Services). DBI Waste Systems, as the incumbent, maintains equipment, trained staff, and site-specific knowledge enabling immediate performance continuation without transition risk.

Work is performed at VA Healthcare Rhode Island. The contractor must allocate all equipment and personnel, including backup resources, to manage comprehensive solid waste and recycling programs including collection, recycling, disposal, training, and compliance with all Federal, State, and Local regulations. NAICS code 562111 applies; PSC S205. No solicitation will be posted to FedBizOps. Contracting Specialist James.Moore14@va.gov handles inquiries.
