About this opportunity
The Department of the Air Force Air Mobility Command has issued a Special Notice announcing its intent to sole source a contract for Bombardier Flight Deck 3 software subscriptions. The procurement will be conducted under Simplified Acquisition Procedures for the 18th Air Command and Control Squadron (ACCS) located at Robins Air Force Base in Georgia. The notice specifically targets the acquisition of electronic flight books for the E-11 fleet, with Bombardier being the sole identified vendor capable of providing the required software. The solicitation is classified under NAICS code 513210 for Software Publishers, with a size standard of $47.0M. The contract will be awarded using a firm-fixed-price mechanism, with the primary focus on ensuring mission-critical operational continuity for flight operations.
The primary objective of this Special Notice is to address the immediate need for comprehensive flight publication and data calculation software specifically designed for E-11 fleet operations. Bombardier is being selected as the sole source vendor due to its proprietary software and exclusive authorization for E-11 operation groups. The current procurement situation is driven by the unsustainable practice of borrowing only two electronic flight books, which limits operational capabilities. Contractors should note the key deadlines, including a response requirement by February 24, 2025, at 10:00 AM CST, with an estimated solicitation posting date of March 10, 2025. The software provides critical functionalities such as calculating takeoff and landing data, weight and balance information, and necessary flight publications. While no specific set-aside is mentioned, interested parties should carefully review the full solicitation details to understand potential participation requirements and evaluation criteria.
Notice text
This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The Bombardier Flight Deck 3 is the application that is currently being utilized in the remaining E-11 fleets both domestically and down range. Continuity is imperative for mission success to ensure pilot familiarity. Bombardier Flight deck has all the publications needed to fly the aircraft and calculate takeoff and landing data and weight and balance data. Bombardier is the only application with these capabilities that have proper authorization and clearance for E-11 operation groups to utilize. Currently, 18 ACCS at Robins AFB, GA is standing up a fleet with several aircraft and are borrowing two electronic flight books with Bombardier installed on it. This is not sustainable and therefore is mission essential.
