About this opportunity
Air Mobility Command issued an intent to sole source a firm fixed price contract to Bombardier, Inc. for Flight Deck 3 electronic flight book software, with a response deadline of August 22, 2026 at 12:00 PM Central Standard Time. This procurement is restricted to Bombardier under simplified acquisition procedures (RFO 12.102(a)) based on proprietary rights and the absence of competitive alternatives.
Flight Deck 3 is the application currently deployed across remaining E-11 fleets domestically and downrange, providing pilots centralized access to flight documentation, technical orders, and aircraft manuals with automatic Temporary Revision updates, FAA/EASA/TC compliant audit trails, and aircraft serial number-specific information. The 18th Air Corps Control Squadron at Robins Air Force Base, Georgia, is standing up a fleet with multiple aircraft and currently relies on two borrowed electronic flight books with Bombardier installed. Bombardier Flight Deck 3 is the only application with proper authorization and clearance for E-11 operation groups to utilize, and mission continuity requires immediate procurement to eliminate dependence on borrowed equipment.
Market research via Internet searches and subject matter expert consultation confirmed no competitive sources exist. The contracting activity is 319 CONS/PKB; Contracting Officer TSgt Trenton Cott signed the sole source justification on August 12, 2026. The requirement falls under NAICS 513210 (Software Publishers). Inquiries should be directed to SrA Nia Womack (nia.womack@us.af.mil) or TSgt Trenton Cott (trenton.cott@us.af.mil).
Notice text
This purchase will be made under Simplified Acquisition Procedures as authorized by RFO 12.102(a). The Bombardier Flight Deck 3 is the application that is currently being utilized in the remaining E-11 fleets both domestically and down range. Continuity is imperative for mission success to ensure pilot familiarity. Bombardier Flight deck has all the publications needed to fly the aircraft and calculate takeoff and landing data and weight and balance data. Bombardier is the only application with these capabilities that have proper authorization and clearance for E-11 operation groups to utilize. Currently, 18 ACCS at Robins AFB, GA is standing up a fleet with several aircraft and are borrowing two electronic flight books with Bombardier installed on it. This is not sustainable and therefore is mission essential.
