About this opportunity
The Department of Justice Federal Bureau of Investigation (FBI) Headquarters Division has issued a Special Notice concerning an intent to sole source a procurement for Building Automation System (BAS) services at the FBI Academy. The notice specifically relates to the Albireo Building Automation System, which requires specialized maintenance and technical support. The procurement is being considered as a sole source acquisition under FAR 5.202(a)(1), meaning the government is planning to award the contract to a single vendor without full and open competition. The notice emphasizes that this is not a request for proposals or quotations, but rather an opportunity for potential vendors to demonstrate why competition might be advantageous to the government. The special notice was posted on April 8, 2025, with responses due by 2:00 pm EST on April 23, 2025.
The primary objective of this Special Notice is to procure comprehensive maintenance and support services for the existing Albireo Building Automation System, which includes operator coaching, systematic preventative maintenance, monthly system backups, emergency on-site support, and software maintenance. Interested contractors must submit their responses via email to the Contracting Officers Logan Swiger and Jamie Melzer, providing clear and convincing evidence that competition would benefit the government. The FBI is seeking a vendor capable of providing proprietary access and services that can only be performed by Albireo Certified Technicians. The scope of services includes eight maintenance visits per month, up to 48 hours of emergency on-site support annually, and material repair/replacement up to $20,000 per year. While the current procurement is intended to be sole sourced to Albireo, the FBI indicates they will continue to examine the market for alternative solutions in future acquisitions.
