About this opportunity

The Consumer Product Safety Commission (CPSC) issued a Special Notice on December 15, 2025, announcing its intention to award a sole source contract to ARMAG Corp. for the relocation of two double-wide explosion proof magazines. The equipment must be moved from the Blossom Point Research Facility in Welcome, Maryland to the Summit Point Training Facility in Summit Point, West Virginia. ARMAG Corp., located at 300 Armag Avenue in Bardstown, Kentucky, is the sole manufacturer of these specialized magazines and is the only company qualified to perform the disassembly and reassembly work while maintaining compliance with applicable federal regulations. The procurement will be conducted under the authority of FAR 6 and will be awarded as a simplified acquisition under FAR Subpart 12 procedures. This is a civilian agency procurement with no small business set-asides applied.

The objective of this Special Notice is to solicit capability statements from interested parties, though the government has indicated its preference for sole source award to ARMAG Corp. based on their exclusive manufacturing and authorization status under ATF 27 CFR 555.208 requirements. All written quotations or responses must be submitted by 12 p.m. Eastern Time on January 7, 2026, via email to the Contract Specialist at dbraswell@cpsc.gov, with no phone calls accepted. While this notice is not a formal request for competitive quotations, the government will consider all timely submissions received within fifteen business days and retains sole discretion to determine whether to compete the procurement based on responses received. To participate, contractors must demonstrate their capability to meet the technical requirements of relocating and reassembling the equipment in full compliance with all applicable ATF regulations and standards. The contract is categorized under NAICS 332311 (Prefabricated Metal Building and Component Manufacturing) and PSC 5450 (Miscellaneous Prefabricated Structures).
