About this opportunity

The Department of the Air Force has issued a Special Notice announcing its intent to sole source a contract for the replacement of an Altec utility truck's upper boom assembly and leveling cables at Little Rock Air Force Base. The notice details a critical safety repair for a utility truck with potential failure risks that could result in serious injury or loss of life. Specifically targeting Altec Inc. as the exclusive provider, the procurement involves proprietary material and labor for removing, replacing, and reinstalling the upper boom assembly with new parts. The contract is categorized under Specialized Automotive Repair (NAICS 811114) and maintenance/repair of equipment engine accessories (PSC J029). The special notice was posted on February 28, 2025, with a response deadline of March 17, 2025.

The primary objective of this sole source procurement is to address an urgent safety and operational issue with the utility truck's upper boom assembly through a manufacturer-direct repair process. The estimated contract value is $34,125.42, with Altec Industries being the sole authorized source due to proprietary parts and warranty considerations. Market research confirmed no alternative vendors can perform the required specialized repair, which necessitates complete removal of the boom from the chassis, installation of new parts, and operational recertification. Contractor eligibility is effectively limited to Altec Inc., as they are the original equipment manufacturer with exclusive rights to parts and repair. The contracting officer will determine pricing fairness through comparisons with existing price lists and previous contracts. The sole source notice will be posted on SAM.gov within 14 days of contract award, following authorization under Federal Acquisition Regulation 6.302-1 for procurements with only one responsible source.
