About this opportunity
The U.S. Department of Energy's Office of Fossil Energy (FE) has issued a Special Notice announcing its intent to sole source a purchase order to CEATI International. The opportunity involves a 1-year membership with four potential 1-year option periods in CEATI International's Thermal Generation Group. CEATI International is described as a consortium of specialists in engineering, operations, maintenance, dam safety, asset management, and hydropower and thermal generation. The agency determined that CEATI International is the sole source for this membership, which enables international specialists to collaborate on global energy challenges. The procurement will be issued via other than full and open competition, with a determination that no other sources can satisfy the agency's requirements.
Contractors interested in challenging this sole source procurement have until 3:00 PM, 15 days from the posting date (May 23, 2025), to submit a capability statement to Dr. Kelley Vandecoevering via email. The written response must include a general statement of services and past performance client information for similar products. The period of performance is set for one year, from June 15, 2025, to June 14, 2025, with potential subsequent one-year option periods. The Department of Energy emphasizes that any determination to compete the proposed purchase order is solely within the government's discretion. Interested parties should note that no solicitation is available for this requirement, telephone calls will not be accepted, and the submitted information will typically be considered only for evaluating potential future competitive procurement. Contractors must carefully follow the specified submission guidelines and provide comprehensive documentation to be considered.
