About this opportunity

The Department of Energy Headquarters, through its Office of the General Counsel, has published a Notice of Intent to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Wellspring for patent docketing services. This Special Notice, posted on March 17, 2026, indicates the government's intention to proceed with a non-competitive procurement based on the determination that Wellspring is the only responsible source capable of meeting agency requirements. The contract will be awarded through other than full and open competition, meaning the government has determined that only one company can satisfy the stated needs. This is a notice of intent only, and no formal solicitation is currently available for interested parties to submit bids or proposals.

The primary objective of this sole source procurement is to secure access to a Federal Risk and Authorization Management Program (FedRAMP) certified patent docketing system that can commence work immediately upon award. The contract will span one base year from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods available thereafter. Interested firms that believe the government should not pursue this sole source award with Wellspring may submit a capability statement by April 16, 2026—no later than 30 days from the posting date—to Kelley Vandecoevering at kelley.vandecoevering@hq.doe.gov. Capability statements must include a general statement of services and past performance client information for similar products. The government reserves sole discretion to determine whether to conduct this requirement competitively based on responses received, and information submitted will typically be used only to inform future competitive decisions. No telephone inquiries will be accepted regarding this notice.
