About this opportunity

The Department of Justice Federal Bureau of Investigation Headquarters Division has issued a Special Notice announcing its intent to sole source a contract for specialized maintenance services. The notice pertains to the FBI Academy's Building Automation System (BAS), specifically involving a maintenance contract with Siemens for their proprietary HVAC control system. This special notice is not a request for proposals, but rather an opportunity for potential contractors to demonstrate competitive alternatives. The contract will be a firm-fixed price arrangement with a base year and one option year. The notice was posted on March 13, 2025, with responses due by March 28, 2025.

The primary purpose of this Special Notice is to provide transparency regarding the FBI's intent to directly contract with Siemens for their unique technological capabilities in maintaining the Building Automation System. Contractors interested in challenging this sole source determination must submit clear and convincing evidence of potential competitive advantages by 1:00 pm EST on March 28, 2025, via email to Contracting Officer Logan Swiger at lswiger2@fbi.gov. The procurement is being pursued under 41 U.S.C.3304(a)(1), which allows non-competitive procurement when only one source can meet agency requirements. The government retains full discretion in determining whether to proceed with the sole source contract and will not compensate contractors for submitted information. While this notice represents a sole source intent, the FBI has indicated they will continue to examine the market for alternative solutions in future acquisitions.

Responses to this notice are due by 1:00 pm EST on Friday 28 March 2025 . Email inquiries/responses to the Contracting Officer, Logan Swiger at lswiger2@fbi.gov.
