About this opportunity

The Department of Justice Federal Bureau of Investigation Headquarters Division has issued a Special Notice announcing an intent to sole source a contract for electrical equipment maintenance and emergency services at the CJIS Campus in Clarksburg, West Virginia. The notice specifically pertains to a potential five-year contract with State Electric Supply Company, which serves as the authorized regional representative for ABB Electrical Equipment. This Special Notice is not a request for proposals or quotations, but rather an opportunity for potential contractors to provide evidence that competition might be advantageous to the government. The notice was posted on April 3, 2025, with responses due by 4:00 pm EST on April 18, 2025. The sole source justification centers on ABB's status as the Original Equipment Manufacturer with exclusive access to proprietary maintenance applications and specialized engineering knowledge.

Contractors interested in responding to this Special Notice must submit their inquiries directly to the Contracting Officer, Logan Swiger, via email at lswiger2@fbi.gov. The government emphasizes that any responses must demonstrate clear and convincing evidence that competition would be beneficial, though the final determination remains solely at the government's discretion. Respondents should be aware that the government will not compensate them for information submitted. The contract covers comprehensive electrical maintenance across multiple voltage systems from 12.47k to 480 volts, with all work to be performed by factory-authorized ABB Field Service Engineers. The primary objective is to ensure 100% electrical availability and support the CJIS Division's critical mission of providing criminal justice information services. While no specific set-aside is indicated, potential contractors should carefully review the requirements and be prepared to provide substantive competitive arguments if they wish to challenge the sole source approach.
