About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), part of the U.S. Department of Commerce, has published a Special Notice announcing its intent to award a sole source contract modification to Double R Communications, Inc. for NOAA Weather Radio maintenance services in Wyoming. This notice pertains to the exercise of an option to extend services for an additional 48 days under contract 1305M220CNWWR0062, which provides critical maintenance services for the National Weather Service's National Weather Radio All-Hazard network. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. The contract covers maintenance services for 15 weather radio transmitter sites strategically located throughout Wyoming to maximize broadcast coverage across the state. This is designated as a Total Small Business set-aside procurement.

The purpose of this Special Notice is to inform the contracting community of NOAA's intent to sole source this contract modification, as required by Federal Acquisition Regulations, while providing an opportunity for other qualified contractors to submit capability statements. Interested parties must submit their capability statements by August 8, 2025, at 10:00 AM PDT to Nicole Collins and Richard Barzaghi at the specified email addresses. Contractors must maintain current and active registration in the System for Award Management (SAM) to be eligible for consideration. The services encompass routine preventative maintenance, corrective maintenance, remote monitoring, site outage restoration, and miscellaneous services for weather radio transmitter systems that are critical to disseminating weather forecasts and severe weather warnings throughout Wyoming. The Government emphasizes that this is not a competitive solicitation but rather an informational notice, and they will not reimburse any costs associated with submitted capability statements.

Title: NOAA National Weather Radio Maintenance- Wyoming Sites

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source modification to exercise an option, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a).

The US Department of Commerce (DOC), National Atmospheric and Oceanic Administration (NOAA), Western Acquisition Division (WAD), intends to award a Sole Source, Firm-Fixed-Price type modification for an additional forty-eight (48) days by exercising FAR 52.217-8, Option to Extend Services (NOV 1999) to Double R Communications, Inc., using the procedures in FAR Part 13 for maintenance services critical to the operational needs of the National Weather Service’s (NWS) National Weather Radio (NWR) All-Hazard Radio.

The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a business size standard of $34 million.

NOAA’s Weather Radio NWR All- Hazards network is one of the primary means that the NWS disseminates its weather forecasts and severe weather warnings. In Wyoming NWR broadcast towers are housed at strategic geographic locations to allow the NWS to maximize its network of NWR broadcast coverage throughout a large portion of the state of Wyoming. The Broadcast towers are mostly located in remote areas and provide an advantage for both above mean sea level and telecommunication line of sight perspectives.

Double R Communications, Inc., provides NWS’s Central Region with routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for fifteen (15) sites within the state of Wyoming. These services include on-site routine maintenance, routine remote monitoring, site outage and restoration, as well as miscellaneous services as required, to ensure outages and repairs due to malfunctions are acted upon expeditiously.

The intent of this synopsis is for informational purposes only and is NOT a request for competitive proposals. However, responsible parties may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit information are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed option modification based upon responses to this notice is solely within the discretion of the Government.

This synopsis is published for informational purposes only. The Government does not intend to pay for any information received in response to this announcement.

Interested vendors shall respond to this notice with their capability statement  no later than Friday, August 8, 2025 @ 10:00am PDT.  Potential contractors responding to this notice must have a current and active registration in the System for Award Management (SAM).

All responses to this notice shall be sent to the attention of Nicole Collins, (nicole.collins@noaa.gov) and Richard Barzaghi (richard.barzaghi@noaa.gov).
