About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a special notice announcing its intent to award a sole source contract modification to the Wisconsin Educational Communications Board (ECB) for NOAA Weather Radio Transmitter maintenance services. This firm-fixed-price modification would extend existing services for two months under FAR 52.217-8, covering routine preventative and corrective maintenance for thirteen weather radio transmitter sites throughout Wisconsin. The contract falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34 million. NOAA's National Weather Service Central Region is seeking to maintain critical weather radio infrastructure that provides public safety communications across the state. The agency has determined that ECB is uniquely positioned as the only source capable of meeting the government's requirements due to its state agency status and ownership of the communication network handling Wisconsin's weather radio transmissions.
The primary purpose of this notice is to inform the market of NOAA's intent to proceed with sole source procurement while providing a limited opportunity for other qualified contractors to demonstrate their capabilities. Interested parties must submit responses by July 16, 2025, at 10:00 AM PST to Nicole Collins and Richard Barzaghi at the specified email addresses. To be considered, contractors must possess prior experience with weather radio transmitter maintenance services of similar size and scope, and must provide clear and convincing evidence of their ability to meet the government's requirements. The government emphasizes that this is not a request for competitive proposals but will consider all responses received within the two-day window following publication. Services to be provided include on-site routine maintenance, remote monitoring, site outage response and restoration, plus miscellaneous services as required. The government reserves sole discretion in determining whether to proceed with competitive procurement based on any responses received.
